Like farther from haven this area was far from higher education despite of having 10 kms. away from Balasore town. During critical convergence of point of time so many glaring educationists had come forward on unflinching mentality to establish a college in this accessible area. They were eminent academician Prof.Prafulla Kumar Rath, Former Principal F.M.College,Balasore, Jatindranath Das Pattnaik a stalwart glaring freedom fighter, patronize educationists like, Dr.SubasiniDasPattnaik,Mr. Markanda Sethi,a man of compassion and right hand of Jatindra Babu,Raghubar Dash Ex.Head Master Nilgiri Road High School,Man Mohan Das Pattnaik,Upendra Nath Barik,Akshaya Kumar Panigrahi,Niranjan Behera,Labanya Bati Rath,Rajendra Rath,Balabhadra Mishra,Sarat Chandra Panda,Surendra Mohanty,Bansidhar Das, Damodar Khanda, Bhaskar Chandra Panigrahi so on and so more. They had taken determination willingly exiling themselves from the mundane pump and pleasure for the noble cause of establishing this institution in the year 1991 and now it has become an Aided College and now strived to achieve the goal envisaged as its inception. The founders of the institution were the luminous stars whose deeds went down in the annals of academic history of Odisha for providing the vibrant youngster’s for showing their budding talent to achieve higher education in a rural belt area.

The College could not forget the moral support of Prof. Gopal Chandra Dasgupta Former Principal M.P.C.College,Baripada,Mayurbhanj,Prof.Chandi Charan Kar Former Reader F.M.College,Balasore and Prof. Mayadhar Behera Former Reader F.M.College Balasore to establish this College.

Besides, the eminent personalities, villager’s like Barunsing,Tina,Mandagaon,Uttar chhak,Malo,Patara,Sergarh and Chaka Jagannathpur etc. had supported physically and financially to establish the College. The College is situated 3 kms. far away from N.H.16 and neighborly connected with Nilgiri Road Railway Station under S.E. Railway.

The College offers Degree Course in Arts with 192 Seats.The Hons.Subjects like English (16 Seats),Odia (32 seats),History (32 seats),Philosophy (32 seats),Economics (32 seats) and Political Science (48 seats) are opened for the students. It was first affiliated to Utkal University, but now, it is affiliated to Fakir Mohan University.

The verdant and Mango Orchard ambience of nature, the college nurtured its students amidst the very din and bustle of freedom fighter soil Barunsing very near to Inchudiwhesaltagitation was started. Besides that there is a Book Bank in the College named ‘’Markanda Sethi Book Bank’’ where so many precious books are available for the students and researchers.
